An old tradition and a new technology have converged to make possible an unprecedented public good. The old tradition is the willingness of scientists and scholars to publish the fruits of their research in scholarly journals without payment, for the sake of inquiry and knowledge. The new technology is the internet. The public good they make possible is the world-wide electronic distribution of the peer-reviewed journal literature and completely free and unrestricted access to it by all scientists, scholars, teachers, students, and other curious minds.

Removing access barriers to this literature will accelerate research, enrich education, share learning across communities, and make scholarly literature as useful as it can be. Open access therefore contributes to a more inclusive global exchange of knowledge.

For the purposes of the initiative, open access means the free availability of scholarly literature on the public internet, allowing users to read, download, copy, distribute, print, search, or link to the full texts of articles and use them for other lawful purposes without financial, legal, or technical barriers other than those inseparable from gaining access to the internet itself.

The literature that should be freely accessible online primarily includes peer-reviewed journal articles and may also include unreviewed preprints that scholars choose to make available for discussion or to communicate important research findings.

Although scholarly literature should be accessible online without cost to readers, producing and disseminating research still involves costs. The Budapest Open Access Initiative therefore recognizes the need for sustainable funding and alternative models of scholarly communication that can support broad and permanent access to research.

Strategies for Achieving Open Access
I. Self-Archiving

Scholars should have the tools and assistance necessary to deposit their refereed journal articles in open electronic archives. This practice, commonly known as self-archiving, enables research outputs to become more widely discoverable and accessible through interoperable repositories and search services.

II. Open-Access Journals

A new generation of journals committed to open access should make scholarly articles freely available to readers. Such journals should adopt sustainable funding mechanisms while avoiding subscription or access fees that restrict readers from accessing scholarly literature.

Jurnal Ilmu Manajemen dan Pendidikan supports the principles of open scholarly communication by providing free access to its published research and encouraging the broad dissemination of academic knowledge. The journal recognizes open access as an important mechanism for increasing the visibility, accessibility, and potential impact of scholarly research.
